An institutional feature is a part of the system of government, such as an office or a council. To explain it, give its role and the reason it existed.

How do I explain an institution?
Use a three-column table in your notes. The federation was headed by a British High Commissioner, with an Executive Council and a Legislative Council 2, and the Rulers followed British advice on all matters except Islam and Malay custom 3.

Worked example: one institution in three sentences
The High Commissioner headed the government of the Federation of Malaya under the 1948 agreement 1.
“The High Commissioner headed the federal government as the senior British representative. The post existed so that matters concerning the whole federation were coordinated in one place. As a result, the federation could act as one unit, while the Rulers kept authority over religion and Malay custom in their states.”
For other institutions, write the same three sentences: the role, the reason and the result.
The mistake that costs marks
The slip is to write names only: “The features were the High Commissioner, the councils and the Rulers.” It lists but does not explain.
The repair is to explain at least the number the question asks for, each in three short sentences.
