A concern is a worry, a negotiation is the process of discussing it, and a safeguard is the written protection that resulted. Keep the three apart and link them in one sentence.

What is the concern-talk-safeguard chain?
Each worry can be followed through three stages.

Worked example: one worry, one protection
Question: “Explain how the concerns of Sarawak were addressed in the formation of Malaysia.”
Answer: “Leaders in Sarawak were concerned that joining a larger federation could reduce local control over matters such as language, immigration and public service posts. These concerns were raised in the negotiations, and the safeguards for Sarawak were set out in the 18 Points 1. As a result, the safeguards covered matters such as language, religion, finance, the civil service, education, representation in Parliament and immigration 1.”
The answer has all three stages in order. A marker can tick concern, process and outcome.
The mistake: skipping the middle
A student writes: “Sarawak was worried about immigration, and the agreement protected it.” It is correct, but the process is missing, so the answer explains less than it could.

The fix is to add the talks. Even a short clause such as “in the negotiations” shows the process.
Why do safeguards matter in an answer?
They show that the formation was not a single decision but an agreement built on conditions. This is the evidence that supports a claim such as “the formation involved compromise”.
Use the word “because” between stages. It turns three facts into an explanation.
