Classifying a settlement function from evidence

You name a town's function from its size or its name, not from the evidence.

A settlement’s function is the main job it does for the people in and around it. You decide it by matching several clues, never by the name or the size of the place.

How do you match clues to functions?

Read every clue, write the function it supports, then look for the function that most clues share. A clue that fits two functions is weak alone but useful beside other clues.

Write the answer in three parts: the function, two clues, and the link between them.

Worked example: Pekan Laut

This is an original town. The evidence lists a fish landing jetty, an ice factory, cold storage, a weekly fish market and twelve ferry trips a day.

Most clues share the fishing trade. Answer: “Pekan Laut is mainly a fishing and fish-trading settlement, because it has a landing jetty, an ice factory and a fish market, and a ferry link moves people and goods.”

The mistake that costs marks

The common slip is to classify from one clue. The ferry alone might suggest a transport town, which would lose the marks for the main function.

  • Wrong: “Pekan Laut is a transport town because it has a ferry.”
  • Right: “Pekan Laut’s main function is fishing and trading, supported by a jetty, ice factory and market, with transport as a second function.”

A second slip is to name a function that no clue supports, such as tourism, because the town is by the sea.

Check yourself

Bandar Ladang has a palm oil mill, a plantation company office, a lorry depot and rows of workers’ houses. Name its main function and one second function, with clues.

Answer

Main function: agro-processing (industrial), because the mill processes palm fruit and the lorry depot moves the product. Second function: residential, supported by the workers’ housing. The company office suggests an administrative role for the plantation, and it is weaker evidence for the town’s own function.

Common questions

What are common settlement functions?

Textbooks name functions such as administrative, commercial or trading, industrial, port or transport, tourism, residential and primary activity centres. Use the names in your textbook and match each to its evidence.

Can a settlement have more than one function?

Yes. Most places combine functions. State the main one the evidence supports, then name a second function if the evidence clearly shows it.

Is a bigger town always a more important function?

No. Size shows population, not function. A small port town can be defined by its harbour, while a large residential suburb has few functions beyond housing.

How much evidence do I need per function?

Give at least two clues for the main function if the data offers them. One clue can point to several functions, while two or three clues together narrow it down.
